This improvement makes HAWQ RM able to track the times one segment can not get
expected containers from global resource manager, YARN for example.
In some cases, another YARN application may hold containers without returning
them in time, HAWQ RM may always find some segments having no resource. This
improvement make HAWQ RM log this situation as a warning.
