Summary: HAWQ stop segments should check if node alive first

Currently 'hawq stop allsegments' will check if HAWQ process running on the
node, if not, will skip this node. Now it will treat not alive node as no HAWQ
process running node.
But if the node is not alive, it should error out, unless '--ignore-bad-hosts'
is given.
