Summary: Error when changing the table distribution policy from
random to hash distribution

If the current segments number is 8 and I run these queries,
{code:sql}
create table t2 (c1 int) with (bucketnum=5);
create table t2_2 (c2 int) inherits(t2);
alter table t2 set distributed by (c1);
{code}
The alter table clause will show the following error message:
{color:red}
ERROR: bucketnum requires a numeric value
{color}
which is not expected behavior.
The query should be able to be executed without error messages.
