HAWQ-1364. Store Apache Jenkins build scripts.
While working on the Apache Jenkins projects supporting HAWQ, I noticed the
scripts are not checked in anywhere. This PR captures their contents.
The following Jenkins build scripts are being stored for easier
maintenance.
* HAWQ-build-pullrequest
* HAWQ-rat
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/edespino/incubator-hawq HAWQ-1364
Alternatively you can review and apply these changes as the patch at:
