Then we also need a GUC for port since if the value is "" we don't have one. 

And personally, I don't like the way to change my service configurations in a 
inconsistent way. If I use a strategy I configure property "A" as "a,b,c".  If 
I won't use it I configure property "B" as "123" . It's not consistent and very 
confused.  Also this will cause ugly code.
