HAWQ-1489. Add LICENSE, DISCLAIMER and NOTICE to pxf jar files.
This adds a LICENSE, DISCLAIMER, and NOTICE to each PXF jar file. As the
RPMs scatter files about the system. I have not added them as explicit files in
the RPM. We can perform this in a separate Jira if needed.
