Ye. I noticed it .
Centos6.X use bzip2-devel (1.0.5)
I could not find any rpm(1.0.6) with google.
https://rpmfind.net/linux/rpm2html/search.php?query=bzip2-devel
I tried use 1.0.5 , it is incorrect.
Could u apply any relate links?
