I'm not sure zk-based assignment breaks w/ BT paper... how region assignment is
done is not discussed (I think). What does differ is the way that you are
going about the onlining of a new server. In BT, it asks regionservers what
they are hosting and then diffs against content of .META. Regions in
transitions would be the diff between what an RS is hosting and the list in
.META.? An RPC to each server and then a quick scan of .META.?
