HBaseAdmin.disableTable() took too long to run

When HBaseAdmin.disableTable() was called for the following table, it seemed to
hang:
NIGHTLYSTAGINGGRID-PACKAGESUMMARY-1282074317479

I found that only one region from
NIGHTLYSTAGINGGRID-PACKAGESUMMARY-1282074317479 (currently disabled) remained
in the table as of now.
In master server log, I can see 3 actions on any of the other regions in the
table:
