This patch adds some fixup to HBaseTestingUtility to make it so can run 
multiple instances in the one JVM.  It then adds a test to 
TestHBaseTestingUtility based on the removed TestMultiClusters.  It then 
reenables the shutdown disabled in TestReplication.  

Needs more testing.
