Nicholas you mentioned in the jira that "Note that we also found/fixed a major 
compaction downgrade bug while writing this code."  Being the primary author of 
HBASE-2646 which added the priority compaction queue, I'm interested in knowing 
what the bug was!  So what was the bug?  And what was your fix?

I like the improvement and especially how it makes it much more granular in who 
should get priority.
