Assigning to myself, also after talking with Todd he said that we shouldn't
offer the regionOrTable methods but splitRegion and splitTable. At the same
time, I think some methods in HBA were removed but weren't deprecated so we
need to add them back (thinking of the modifyTable with 3 arguments).
