Committed branch and trunk.  Thanks for review Jon.  I tested it more up on 
cluster and seems to be doing at least what old stuff used to.  Yes to pulling 
out this code and generalizing it.  For instance guava SimpleTimeLimiter looks 
useful but has its own semantics and you pass Callable.  Might be worth going 
that route with a generalized soln.
