Thanks Stack for so careful review and comments:) I will pay more attention 
next time.

In this patch, it basically follows all the comments from stack.
1) update the license
2) update java doc
3) using HBaseTestingUtility
4) change some method names 

As Todd mentioned, so far, the function 
"rsAccounting.addAndGetGlobalMemstoreSize(memStoreSize) " will be called 
frequently and never expected a return value.

Anyway, I still return the current value in this patch as you comments.
