Add more changes from the finding of integration tests

1) Resign a task ASAP instead of time out when splitLogFile returns resigned 
status

2) Adjust default configuration settings for replay such as rpc time out, 
number of retries and single replay operation time out

3) Add synchronization for logSplitting during master initialization because 
there might be a case that multiple places split a same wal
