Update: This change was committed to the 89-fb branch. Part 2 was a part of
HBASE-8576, which is also committed. As a PoC we changed the compaction
configurations on-the-fly through HBASE-8805. If anyone is interested in
porting this to trunk, please let me know, otherwise I might port it later.
