[~nkeywal] Sounds like aligning the constants w/ the hbase-default.xml would be
a big undertaking. How to proceed with this issue? Let Elliott and Anoops
have their issue back and commit their patch for now that does some fixup and
then continue the make-it-all-javadoc in another issue?
