You can use DisabledRegionSplitPolicy(HBASE-8415).
More importantly, this is great as a benchmark for MTTR, but it is very hard to
assert anything. Over in HBASE-7840, I was wondering whether doing an MTTR
benchmarking suite makes sense. This can piggyback on the IT infrastructure,
and report on results. Maybe we can paramatrise the expected recovery times as
well, so that it can be used to assert expected run times.
