bq.Not sure what the best way to fix this would be. Maybe send resume signal in 
restoreClusterStatus() to every RS?
I thought about that but I wasn't sure how that would affect time to restore a 
cluster.

bq.In resumeRS() you resume, but wait for ONE_MIN instead of TIMEOUT.
I could make it TIMEOUT.
