This patch does the following:
a) Adds trace support in regionserver so that it can also log traces using
HBaseLocalFileSpanReceiver.
b) Adds tracing at SSH, MetaSSH, SLM classes to get an idea of break up of time
spent in a regionserver failover mechanism.
