This patch introduces the isSkippable() api to HDataType. It provides a
StructBuilder helper for dealing with anonymous Structs. It adds Wrappers for
making an existing type Terminated or of FixedLength. It also corrects some
copy-paste errors in initial implementations of some of the Legacy types.
