There have been some bugs in the past that can cause a region to get "stuck" in
transition. It's currently hard to see this without tailing the logs and
noticing periodic timeout messages, etc.
I'd like to expose the regionsInTransition map on the master UI, so ops can
quickly identify what might be causing a region to get "stuck".
