Release Note: As distributed log splitting is getting more and more
stable, non-distributed log splitting is removed and not supported any more.
The configuration hbase.master.distributed.log.splitting is also removed, which
used to the configuration to turn distributed log splitting on (true) and off
(false). (was: Non-distributed log splitting is removed. Configuration
hbase.master.distributed.log.splitting is not used any more. )
