This patch re-enables the test and changes the way we kill region servers. I
think there's a bug in the way we read from HLogs with half-written edits, so
instead of forcefully expiring the session I'm doing a clean shutdown. I have
to write more low-level unit tests to verify this, but in the mean time I'm
hoping this will make the tests less flakey.
I'm also adding more stats to when we are done recovering a queue so that we
can see up to where it replicated.
