I'm also concerned about introducing state into this class. My read of the code
indicates it's existing implementation is not very safe for concurrent access;
perhaps you can point me to an indication otherwise? I've not thoroughly tested
the attached patch, but {{TestDataBlockEncoders}} passes locally for me with it
applied.
