In order to achieve online configurable, some of key HBase configuration knobs
needed to be updated on the fly.
Currently, HBase can be configured to flush multiple Region's memstore in
parallel. And this task is to make the number of flush thread be updated in an
online fashion (hbase.regionserver.flusher.count).
