addressed comments on RB. rebased patch. took some time to fix
DistributedLogSplitting flakiness since it would pass on my IDE but not on
maven. It seems it had to do with dfs hanging on a write request, a stacktrace
showed it hung while TableNamespaceManager was trying to write reserved
namespaces onto namespace table.
