HBASE-6796 'Backport HBASE-5547, Don't delete HFiles in backup mode' went into
0.94.3
Meaning, earlier 0.94 releases wouldn't have .archive directory.
Looking at http://hbase.apache.org/book.html#upgrade0.96 , there is no
mentioning of minimum 0.94 release from which user should upgrade from.
