What about this v2 patch guys?

First I clarified the contract of getStatusOfConnectedPeer to say that it can 
come from cache, then I added a new getStatusOfPeerFromBackingStore that's 
meant to be used if you want the truth right away. I also changed the unit test 
to use it.

Then in getStatusOfPeerFromBackingStore's I had to parse the data from ZK so 
I'm making that method public in ReplicationPeer. No more waiting like in 
TestReplicationStateBasic.assertConnectedPeerStatus

Finally, in getStatusOfPeerFromBackingStore, I'm converting all the exceptions 
to IOE expecting that HBASE-8441 will have to change that part anyway.
