Sorry folks, but I had to submit this change: I couldn't stand seeing the
build and developer sections in the middle of the book.
I moved it after troubleshooting, and before the appendix.
These chapters are really only relevant for people building HBase from source
and people writing HBase itself, which is a smaller audience, and this
shouldn't be smack in the middle of the HBase book.
I also added a little blurb in build.xml and developer.xml about the fact that
this is for people building/writing HBase and not for the general audience.
