Jimmy Xiang commented on HBASE-9233:
------------------------------------
I think it is meant to check if all the regions containing those splitKeys are
available. If any one is not, the call return false. The +1 is for the first
region which is always counted. So we do need some fix to exclude split
parents since they could be offline so the call return false?
> isTableAvailable() may be stuck if an offline parent was never assigned

> HConnectionManager.isTableAvailable() the SERVER_QUALIFIER for each region,
> including the offline split parent.
> In case of hbck META recovery or snapshots clone/restore an offline parent
> will never be assigned (since should stay offline). In this case
> HBaseAdmin.waitUntilTableIsEnabled() used by enable() and cloneSnapshot()
> will wait until the timeout is expired.
