Attaching initial attempt for trunk.

Its a bit bigger than the 94 patch since I had to pull User and UserProvider up 
into common. Also, I had to propagate the change to what seems like a lot more 
classes (going to check to make sure I didn't miss anything with the 0.94 
patch).
