Includes comments and javadoc fixes on HLog Interface -- no code changes.
Includes fixup in ProtobufLogReader so keeps going if available returns
negative numbers: i.e. available is not working on the stream as is the case in
localfs.
Then small changes to HLogPerformanceEvaluation that helped w/ debug of
available not working in the above, etc.
