I'm +1 on the patch, but
 - a review by Andrew or Gary would be better
 - this needs a release notes and a fat warning in the documentation, as 
someone upgrading will have to change its settings to keep hbase running in 
secure mode. Especially for 0.94.

brw, it's strange that it does not impact any unit test.
