Introduces interface for MultiWAL support. Default implementation creates a
WAL for meta and a WAL for the RS.
TableBasedGrouper would group per table. We can have implementation for
grouping a specified number of WALs within the regions getting opened in a WAL.
I have not attached the implementation of it here in this patch. Added
testcase for DefaultGrouping and Table based grouping. Comments and feedback
welcome.
