We have a test suite where we turn on distributed log replay for one of test
case and turn it off for some test cases. Some times when a cluster isn't clean
shut down(there are some RS recovery work left) and cluster restarts, there
will be regions in recovery state which is left from previous shut down after
the cluster is restarted.
