Hmm, the old jars were in the classpath it seems. But regardless, the merge and
balancer is still doing the region moves. This patch only reduces the probably
of running into HBASE-9514, I am afraid. Plus, once HBASE-9514 is in, I propose
we revert this patch to test properly.
