Release Note:
Run a script of your creation on a period. If it fails N times (configurable),
have the server exit.
New configs:
hbase.node.health.script.location
hbase.node.health.script.timeout
hbase.node.health.script.frequency Default is every 60seconds.
hbase.node.health.failure.threshold Defaults to 3.
nvm. I added one. I also just add some doc to the ops tools section so
hopefully folks come to realize this works.

Similar to MAPREDUCE-211, region server should also have a mechanism to check
the health of the node. It should run the health check script periodically and
if there is any errors, it should stop itself gracefully.
