Should not be a problem in HBase, since a single RegionServer is wholly
responsible for a row at any given time.
Depending on which problem we're talking about there could still be a problem
if RegionServers times are further apart than it takes a region to be migrated
to another RegionServer.
Then there is the question about events that do happen at the same time (or
within the time resolution, which is 1ms in HBase).
Generally HBase has a pretty good story here.
