Attached patch addressed outstanding comments raised in reviewing patch for
HBASE-9696. The changes are 1, fixed some variable name/method name to avoid
confusing such as regionName -> encodedName; 2, added/fixed some comments; 3,
changed ZKAssign#deleteNode to take additional parameter (target servername) to
be certain we are deleting the right znode.
