Description: When loading files with completebulkload, it's easy to
mistakenly end up with a set of HFiles that aren't in the proper total ordering
(eg HBASE-2378). We should add a more thorough verification mode that checks
some inner rows of the HFiles for proper total ascending order. (was: When
