In my 0.94 tests (where a filter filters all data at the region server) I do
not see any performance improvement from this. Maybe that isn't expected after
HBASE-9751 in my case.
Let's hold off on the 0.94 commit. I'll try to isolate a case where this would
have an impact and measure that again.
Still a nice cleanup.
