Corrected test failure.
I can not see any new findbugs / javadoc warnings from this patch.
Added tests which cover read/write HFile with/without tag compression
By default tag compression is ON for a CF so existing test cases were covering
the tag compression/uncompress logic. New test changes covers tag compression
OFF also
