Sorry for not noticing this before, but it seems like the class package can be
improved. In particular, the class SaslClients should belong to
org.apache.hadoop.hbase.security. The methods in it doesn't need to be public.
The test addition in TestDelayedRpc could be moved out to a test class in the
security package.
