First attempt.
TestAdmin passes.

batch put to .META. may require a new config parameter 
(hbase.createtable.metabatch.size). I am thinking of using default batch of 5.
Will create MetaEditor.addRegionsToMeta() once we agree on the strategy for 
batching.
