0.90 jenkins build failing because of 'too many open files'

Fix For: 0.90.4
There was a recent restart of jenkins and we seem to have lost ulimit > 1024.
I tried to up it but I can't as user jenkins. Apache infrastructure recognize
it as an issue: https://issues.apache.org/jira/browse/INFRA-3734 Hopefully a
fix soon.
