Thanks [~eclark]. So trunk neither wants nor needs this patch it seems.
So if hbase.master.loadbalance.bytable is true in 0.94, will the balancer not
do the right thing?
[~cuijianwei], did you see a specific issue where the resulting balancing was
bad?
