WIP patch. Kernel changes are present for two cases 1) to maintain colocation
of user and index regions some changes are required in AM and/or balancer.
2) During split before creating reference files, we will check whether split
row is in the storefile row keys range. But should not check for index
storefiles.
Checking to avoid these changes.
And remaining changes are mainly visibility of methods/members.
Some more duplicate code can be avoided. Checking this also.
After some more cleanup.I will put the patch for review.
