What do you mean by registered ? In the test case, TestNamespaceAuditor
beforeClass method has the following.

conf.setStrings(CoprocessorHost.MASTER_COPROCESSOR_CONF_KEY,
NamespaceAuditor.class.getName());
conf.setStrings(CoprocessorHost.REGION_COPROCESSOR_CONF_KEY,
NamespaceAuditor.class.getName());

Also, the namespace auditor runs at the master and the regions.
