0.98 should be wire compatible with 0.96, unless we have deprecated something
in 0.96 as fair warning, if we agree that deprecation in point releases counts,
at least for now. This change breaks wire compatibility so we need fair warning
allowed into 0.96 in order for the feature itself to go into 0.98.
